Notifications vs action-required indicators
Notifications record activity; action indicators show Offers or Proposals waiting for your response.

Short answer
Unread notifications and workspace action indicators are different. A notification tells you something happened. An action indicator on My Offers or My Proposals means a current negotiation is waiting for your response.
What about Deals?
There is no general My Deals navigation badge. Deal-specific actions are shown inside the Deal experience or in a Deal-specific prompt.
Use the object itself to confirm what you can do. A notification alone does not always mean action is required.
